Taiwan appears to be in a conundrum; attempting to train their conscripts during their 4 month stint of military duty, and maintaining a strong military.
Yesterday's Taipei Times newspaper had a interesting article on Taiwan's military training and those who serve.

with the warming of Taiwan American relationship, it is even more critical that Amercia to beef up its committment and support to Taiwan. it will take a generation for the Taiwanese youth to change and we should not rely upon them. America is Taiwan's most important ally and it should contribute more....
